Lagoon Hull will provide the connectivity to link the port and industrial east of the city to the Northern Powerhouse transport corridor by bypassing the city centre.
It will directly provide the infrastructure to unlock the further expansion of the renewables industry and port sectors, whilst creating a flood protected city centre that will encourage the development of existing employers and attract new businesses.
It will create the opportunity for the development of key industrial operating areas that will support the creation of vital skilled and semi-skilled jobs that people want and the regional economy needs.
This will enable us to build a place that provides the best times and appeal to the best talents. Entrepreneurs and pioneers, creatives and makers, thinkers and dreamers.
A place to relax by the river, live by the lagoon, make things by the marina or do business by the bay.
A place with different districts and different themes that can energise, educate, protect and inspire.
Property, industry and commerce
The project will create prime additional deep-water quayside port land within the outer harbour and desirable riverside development along the impounded lagoon which is expected to increase the value of residential properties and commercial land.
The creation of the new roadway will allow sites to the east of the city to be more easily developed without the traffic constraints which currently restrict growth. Port development will be empowered by addressing many of the environmental impacts as part of the main project and the site potential at the Outer Harbour will support the further establishment of a renewables industry cluster site to support the wider economic potential for this sector throughout the region
The potential for the renewables industry to create a cluster site will attract leading industry to the region and the regeneration of the city’s waterfront will provide a modern city environment for people to want to live in.
Shipping and port
The Outer Harbour will support the development of the existing port estate out onto the River Humber whilst maintaining the operations at existing quays and terminals. It will address primary environmental and consenting issues and enable the phased development of the outer harbour to suit the needs and expectations of shipping operators and cargo handlers. It will provide the scale of sites needed for the renewable energy sector to further develop the port infrastructure required for the next generation of offshore wind.
Existing port terminals and operations will continue to operate as before, but with improved road connections and more opportunities for growth and expansion. The Outer Harbour will be reachable by road, rail and water.
Commercial river users
There will be significant opportunities in the outer harbour for vessels over 25.5m beam and 200m length with vessel restrictions governed only by draft. New berths with 11.5m CD dredged pockets will be possible with extensive quayside operational land serviced by the new roadway to the M62 corridor.
There will be 24-hour access from the lagoon along the River Hull all the way to Beverley with 3m minimum draft available. Visiting cruise vessels would be able to anchor within the impounded lagoon throughout the tide.
There will be opportunities for river buses, water taxis, river cruisers and a high-speed ferry to the south bank.
Tourism
The Lagoon Hull will become one of the major visitor destinations on the east coast with its vibrant maritime city culture and exciting waterfront.
There will be river cruises and all sorts of walking, cycling and water activities in addition to the city’s attractions, museums, places of interest, restaurants, cafes, bars and a vibrant nightlife.
There will be environmental conservation projects and wildlife centres, and green power generation schemes.
There will be public access to all of the river frontage and a public footpath and cycleway right around the impounded lagoon so that people can enjoy the natural beauty of the estuary.
